Preheat oven to 425°F. Lightly grease a 9x13-inch baking dish with cooking spray.

Bring a large pot of lightly salted water to a boil. Add spaghetti pieces and cook until al dente, 8 to 10 minutes. Drain and rinse with cold water.

In a large bowl, combine 1/2 cup mozzarella, milk, beaten egg, salt, and garlic salt.

Add drained spaghetti to the cheese mixture and stir until thoroughly combined. Spread evenly into the prepared baking dish.

Bake in preheated oven for 15 minutes. Remove from oven and reduce temperature to 350°F.

Spread spaghetti sauce over the baked spaghetti layer. Sprinkle oregano and basil evenly, then top with remaining 1 1/2 cups mozzarella cheese. Arrange sliced pepperoni on top.

Return to oven and bake until cheese is bubbly and lightly browned, approximately 30 minutes. Let stand 5 minutes before slicing and serving.
