Combine milk, sugar, corn starch, and rice flour. Pass through a fine strainer, then cover and steam till fully cooked.

Work butter into steamed dough until silky. Knead and pull the dough several times for elasticity.

Shape dough into 40g pieces and lightly coat them with rice flour to avoid sticking.

Flatten each dough ball, stuff with frozen filling, and seal tightly by pinching the edges. Remove any extra dough and coat with flour.
