In a large bowl, combine sweetened condensed milk with ice-cold water, whisking until well combined. Whisk in the vanilla pudding mix vigorously until smooth and lump-free. Cover and refrigerate for about 4 hours until set.

In a separate large bowl, whip heavy cream until soft peaks form. Add marshmallow fluff and continue whipping until stiff peaks are achieved.

Gently fold whipped cream into the prepared pudding in increments, being careful not to deflate the mixture. Stir until minimal streaks remain.

In a 9x13 baking dish or large bowl, arrange a layer of Nilla wafers. Place banana slices on top, followed by spreading 1/3 of the cream mixture evenly. Repeat with two more layers, ending with a final layer of cream.

Decorate the top as desired, such as sprinkling Nilla wafer crumbs. Refrigerate for at least 4 more hours before serving.
