Preheat oven to 375°F and grease a 9 x 13 inch pan. Set aside.

Combine flour, baking soda, and salt in a small bowl.

In a large mixing bowl, beat butter, sugar, brown sugar, and vanilla until creamy. Add eggs one at a time, beating well after each addition.

Gradually mix in the flour mixture. Fold in the chocolate chips.

Spread half of the cookie dough mixture into the prepared pan. Bake in the preheated oven for 8-10 minutes. Remove from oven.

Melt caramels and evaporated milk in a double boiler. Stir in peanut butter once caramels are completely melted. Mix thoroughly.

Spread the caramel sauce over the partially baked cookie dough base. Drop spoonfuls of the remaining cookie dough on top of the caramel layer.

Return the pan to the oven and bake for 15-20 minutes until the top is light golden brown. Remove from oven and allow to cool before serving.
