Mix flour, salt, and yeast. Add oil and lukewarm water. Knead for 10–12 minutes until smooth and elastic. Cover and let rise until doubled, about 1 hour.

Melt butter in a skillet. Cook onion, bell pepper, and garlic until softened. Add ground beef, break into crumbles, and brown fully.

Season with salt, pepper, cumin, and onion powder. Add ketchup, mustard, and water. Stir well and simmer until the sauce thickens. Set aside to cool slightly.

Divide dough into equal portions. Flatten each piece, spoon sloppy joe filling in the center, add a slice of cheddar cheese, then fold and seal edges tightly. Flatten gently into a disc.

Cook in a thick-bottomed pan over medium heat until golden brown on both sides and cooked through.
