Heat a large skillet on medium-high heat. Add the ground beef and diced onion, and cook until browned. Drain the extra fat, then add the chili powder, cayenne, and salt. Stir well, then add 2 cups of water.

In a small bowl, combine the cornstarch and remaining 2 tablespoons of water until smooth. Stir this mixture into the skillet with the beef, and let it simmer to thicken.

Add the refried beans and tomato paste to the skillet. Stir until fully combined.

Add 1 1/2 cups of shredded cheddar cheese to the skillet. Mix until the cheese is melted and evenly combined.

Place a flour tortilla on a cutting board (warm the tortillas in the microwave for 15 seconds to soften if needed). Add a pinch of shredded cheese and 1/4 to 1/2 cup of the meat mixture to the center. Fold in the sides and roll the tortilla into a log shape.

Serve immediately with sour cream and salsa if desired.
