Heat a large skillet on medium-high heat, add the ground beef and diced onion, and cook until browned. Drain the extra fat and add the chili powder, cayenne, and salt. Stir to combine and add 2 cups of water.

In a small bowl, mix the cornstarch with the remaining 2 tablespoons of water, then add to the meat mixture. Let the mixture come to a simmer to thicken.

Stir in the refried beans and tomato paste until fully combined.

Add 1 1/2 cups of cheddar cheese to the skillet and mix until melted.

Place a tortilla on a cutting board. Add a pinch of shredded cheese followed by 1/4 to 1/2 cup of the meat mixture. Fold in the sides and roll into a log. Warm tortillas in the microwave for 15 seconds to soften if needed.

Serve the burritos with sour cream and salsa if desired.
