Preheat your oven to 350°F (175°C). Line a mini muffin tin with paper liners or grease with cooking spray.

In a medium bowl, whisk together the melted butter, sugar, eggs, and vanilla extract until smooth. Add the cocoa powder, flour, and salt, and mix until just combined.

Spoon the brownie batter into the prepared mini muffin tin, filling each cup about 2/3 full. Bake for 10-12 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs. Let cool completely.

In a large mixing bowl, beat the softened butter, granulated sugar, and brown sugar until light and fluffy. Add the milk and vanilla extract, and mix until combined. Gradually add the flour and salt, mixing until smooth. Fold in the mini chocolate chips.

Once the brownie bites are completely cool, scoop small portions of the cookie dough and press them onto the top of each brownie bite.

Refrigerate the bites for at least 30 minutes to allow the cookie dough to set. Serve chilled or at room temperature.
